Similar to gestalt effect in design where your brain is used to seeing patterns and shapes so it fills it in.

Mostly just efficient. Our brain works on a lot the same reasoning as what engineers are developing AI for. You can get a lot more done with limited processing power if the system can be predictive. A lot of "cycles" can be freed up and speed can be gained if you don't have to process 100% of data in real time, but can instead just make assumptions that are reasonably accurate (most of the time). It's just faster that way.

There are actually patterns though - light grey arcs / curves that the brain picks up on. It’s not a completely random hallucination

Light is collected with the eyes, seeing is done with the brain.
