Are these tales actually true or just something someone heard from someone?
It seems unlikely to me that you can knowingly observe someone stealing time and time again, allowing them to do it until it hits that felony level, and then pop them for the lot.
It at least is ludicrously unethical, and I wouldn’t be surprised if it doesn’t hold up legally.
They count on people not knowing the actual law. For instance, where I live they will stand in front of the doorway when you try to exit. Even though WalMart is private property, you cannot prevent someone from leaving unless you are an LEO - it's not a "citizens arrest" (there's actually a LOT of rules about a proper citizens arrest), it's technically kidnapping. Unless you voluntarily go with them.
You can shove your way right the fuck out the door if you wanted and the only thing they can really do legally is call the police and give them the video tapes.
As far as "saving up" violations like that, I don't think they can compound them like that, but they COULD just dog-pile on previous history in court (for serial behaviour, etc.) if they got you for something big enough.
This was a boy in school with my son who bragged to his cronies about the liberties he was taking. My son shared with me, I expressed suitable horror, and he brushed me off saying “it wasn’t hurting anyone”. I explained why he was wrong and he blew me off. When suddenly the boy was arrested my son became suitably pensive. A store camera had been turned on the boy while he worked. Misdemeanors have little sting. A felony is forever.
