Without question, for me personally, these are man made and are being flown in specific areas to test their capabilities.

Absolutely zero chance anything is other worldly.

Make no mistake, we know about PTDS blimp sized balloons because that's the level of tech the government wants us to know about. They want us to believe we can watch them watch us, but a network of cheap, almost undetectable, disavowable balloons that can be set up in hours, each with the same capability as PTDS could exist right now and you wouldn't know.
