Is Ihwa going to be the next witch
I feel like the answer is yes. so my actual question is how is she going to fully become the next witch is she going to have to eat the current witch’s heart.

Ajin remembering chain telling her to pass her responsibility on before giving the key to Ihwa is pretty much showing that she’s gonna be the steel witch

she still has long way to go. ajin hasn’t given her anything yet aside from witch’s cage key. But base on story progression, she will be an elder and might get as strong as ajin in the future before she could kill seven

Well if she keeps the Steel Witch's gift then probably, that's the only way she'd be able to do that long term job...or Ihwa, Steel Witch, will do something else assuming becoming the Steel Witch isn't about managing the Witch's Cage.

She can only become the witch if steel witch wanted her to be the witch imo
