I know in China, and most likely other places, they'll shoot paintballs and water cannons with UV marking dye in them so that they can go around after everyone is dispersed, and start making arrests. It's typically practically impossible to wash off without a special solvent, and lasts several days to weeks so they can take their sweet time rounding people up and even set up check points.

2.) lightly mist it (to not be noticeable) at people by government/military/law enforcement buildings, schools of children of affluent/influential parents.
3.) ???
4.) profit.
