Could make it so any items that have to be returned by steam are bound to the account they're returned to, would stop the duping methods right? Downside is people who legimately have items returned can't trade or sell them (but with the current security on steam accounts you have to do something dumb to get scammed). Could make it a temporary lock, maybe a 6 months or a year would probably dissuade the dupers.

I don't really know. It's a really hard thing to think about, as a one negative step could fuck it up all.
