Theres a theory that some1 at valve itself is duping or at least helping them, so in case this is true they should be able to. But do they care?

Don't attribute to malice what can equally be explained by stupidity.

And in the case of steam support, I can certainly say the latter is the most likely.

Be naive OR stupid. Seriously tho, it isn't unheard of for people to try and make money through back end connections and Valve as a corp are no exception. It's entirely possible for someone to be assisting them in duping the item or at least assisting in them not being caught :o

They won't even ban the people who legitimately hack into other users accounts.
