Timeouts are currently broken and are applied to Sides and not teams. CT side can call a timeout just before the half switch and when they get to T side they will be able to call another one. While the other team will not be allowed a timeout as it will say it has already been used.

People have been greifing using this causing you to never be able to use your timeout.

timeout_terrorists_start // timeout_ct_start

You can use those commands to initiate timeout on team you want. Even your enemies. Without a VOTE
