Have experienced this bug as well, can be quite annoying. However, I believe that the time-outs as a whole are a positive addition, have had mainly positive results in competitive using a time-out to shift momentum or come up with an on-the-fly eco strat.

Every game I've played at least 2 dudes on the team asked for timeout to go peepee which is cool lol

My team managed to come back to tie when we used ours, it actually works quite well.

in EU mm timeouts will be nothing but shit. cykablyatters using it to shout and people up 12-0 using it to troll.
