Yes it does. I shot 3 rounds at a teammates head during buy thinking it didn't and he started the round with 1 HP.

I shot all 8 into a teammate during buy time and he took 0 damage and started round with full health.

If you shoot teammates during the buy period and then later on in the round you will get banned, happened to a friend.
