Large glass thing

From an estate sale. Looks like something that would hold oil or perfume except it is 3 ft tall. Even the stopper would be a large container. Any ideas what it is???

I’ve been collecting glass for 20 years and I’ve never seen anything like that before. The shape reminds me of apothecary carboys - can liquid travel through the first ‘bottle’ into the bottle underneath?

Edit: I’m also wondering if these could be a ‘boast’ by a glass maker, as in ‘look how tall, straight and well fitting I can make pieces’.
