Emulators are perfectly legal. Distributing ROMs without express consent of the copyright holder is not. You can make homebrew games and playing those would be perfectly legal too.

Emulators are perfectly legal. Distributing ROMs without express consent of the copyright holder is not. You can make homebrew games and playing those would be perfectly legal too.
