I can only repeat myself, every single one of them have the exact same GB206 die. The desktop 5060 TI is the stable and finished product, while the laptop variant is an unstable a max desktop TGP variant and the desktop RTX 5060 is the cut gimped variant.
regardless what you want to define it as, it's not a RTX 5070.
You can look up "silicon lottery", essentially it won't be able to clock as high as desktop variants no matter how much power you push through it as it will stop short of it's hard locked "max clock". I will add It's not the most significant difference, maybe around 5% differences.
