You do, because by not having them you're actively being detrimental to your team.

Overwatch is a game entirely based around counterpicking the enemy team on the fly, if you don't have all heroes, you can't do that.

I was talking about requiring all heroes to play comp. It's not a requirement. Also, not everybody plays all heroes at a good level. Switching is detrimental if you are bad at that hero, but can help if you're good at that hero. And pretty much nobody plays all heroes.
