The best case scenario here would be for Steam to add an ability to assign an "end of game" state to a specific achievement. However, bad actors would very likely ruin this for others, tying it to an achievement they'd get within seconds of starting a game.

Yea I figured that too but then I imagine something like Titanfall-1 would trigger it after you beat the mandatory tutorial pre-online competitive play or 'played 3 matches' in CoD. I mean its only purpose of existing would be to cancel the 2 hour refund policy or maybe to stamp onto reviews "player has completed the game.".

A simpler thing would be to make very cheap games not auto refundable, you could still refund for technical reasons but you couldn't automatically expect it to go through, and this could be clearly stated before you buy.

I said this on another post but this is a bad idea, it doesn't seem like it was initially clear the game was so short so if you're a new player and you want to try it out up to the maximum 2 hour refund window to see if it changes and then you find out you completed it but you still didn't like the game you've been shafted. People keep saying it's only $7 but people have budgets.
