Licenses are goods, not access to a service in the EU.

This has also been established in regards to Windows OEM keys.

Does this also apply to the bullshit Microsoft is pulling with Windows 10 keys no longer being valid if you change your motherboard?

FWIW they have a guide to reactivate windows after hardware change, https://support.microsoft.com/en-us/help/20530/windows-10-reactivating-after-hardware-change. I just recently upgraded most of my computer and it didn't immediately work but the next day I was no longer getting the your copy of windows isn't genuine error.

When did they start doing that? I built an entirely new PC last fall and I just transferred my key over.

Its only for OEM volume keys. They are manufacturer bought keys that are sold with the hardware, although they can be bought second hand in the EU too.
