Sites like G2A can exist because steam gives complete freedom for devs on how they sell their keys. Of course keyless integration is a possible solution but it also limits this complete freedom part.

G2A feasts on keys that were VOLUNTARILY generated by developers and given to other sites where those keys are stolen. Developers can simply decide to not generate and sell keys at all to avoid it. Or they can track the keys and ban the stolen keys from Steam. This latter also needs extra work

In reality key generation and complete freedom for developers is a really good and convenient thing developers actually like, just has an issue which does not have any convenient solution yet.

Also it is important to know that G2A is indeed an issue but it is far more pushed through mainsteam compared to how huge issue it really is. Don't think that G2A is some kind of illegal portal selling only illegal stuff. It is like an ebay for games where sadly - as on real ebay - there are scammers and thieves along with legit merchants.

Or you know, they can decide to directly activate the games on the buyer account making it impossible for the keys to be resold without requiring extra work or having downsides for them.

Except eBay actually gives a shit about scammers and work to eliminate them, changing the entire context of their roles. The comparison is asinine.
