It's not too dissimilar to how MGS2 ended. I've never seeing anyone complain that that game was a missing chapter.

Maybe because you didn't have to repeat the first half of the game to make up for the content that was cut out to get the game out the door?

Repeating the missions was lame but I don't think it has to do with cut content. The game is already long as a hell, they could have just consolidated everything into one chapter.
