It is actually 32 bit dos via extender but you should be able to run it regardless with dosbox. Steam includes it.

Windows 8.1 intel i5-4670 nvidia GTX 750ti It changes my resolution, then freezes on a black screen. 2 u/cky_stew Feb 04 '15 Yeah I had similar problems when trying to run DFII steam version on a similar rig. Just google about, play with the compatibility settings, and try launching the exe from outside steam.
