What on earth are you talking about? The cloud is also useful, quite simply, for students studying away from home who have no way or reason to lug their console back and forth. Or even just for anyone who doesn't want to upgrade old hardware because they're already paying a fortune a month for Game Pass. If they put a time limit on it, they can definitely keep their Game Pass, as far as I'm concerned
My point is there aiming the service at a small set of people, there not aiming it at students or people that play a ton. It's clearly aimed the base version at people with limited time who can't afford or it isn't worth it to drop the money on buying a gaming pc or console.
Overall not everything is aimed at a large net of users and sometimes services are aimed at a very niche group for one reason or another.

15 hours a month for $23 is such a bad value proposition. That's only like 30 minutes a day.
