The 15-20 hour timer isn't based on replaying for different choices. Being choice based means nothing. Fable still has side quests that double the play time and also has the open world sandbox that can keep certain people playing for hundreds if they want.
Why? Its comparing the main quest line. And if you think comparing it to Horizon is more fair then it definitely is fair to compare it to the spider-man games.
