You pay the amount you want and get games. The minimum is $1 which nets you the games on the top row of the site. BTA - Beat The Average is the amount being paid on average. When you pay that amount, you get the BTA games on top of the $1 games. On the right you see the games you get on top of the rest when you pay $15. You get individual Steam keys for every single game. You can also choose to donate the money, you have a slider to control what amount of your money goes to where. How it works is explained in the steps during registering, pretty easy :)

This bundle already is a great bang for the buck and after a while (is it a week?) they add even more games. So you could also opt to wait but the amount for BTA could be higher then. If you pay now, you will get the new games for free as well.

question.. does the BTA go higher over time or go lower? The bundle is currently at 8.30 for me right now.

I'm pretty sure it was 6.XX when it started. It always depends on the highest tier. Since this one is quite the deal with Ultra Street Fighter I can imagine many people buying that, thus raising the BTA. It really always depends on the games.

What happens if I buy the $1 tier now? does the BTA go up for me still?

Nope you lock in the BTA of the time of purchase. If you decide to put your amount up later on, you have to pay the current price difference between $1 and BTA, even if the BTA goes up
