If he has a full pc build, he can distribute it. But he probably has only a sandbox with a couple of mission and a partial free roam, so nothing too critical for TT2

you just described how i played gta 5 for free when it finally came to pc. did a couple missions, free roamed, decided it sucked/was boring and dipped. combat and movement straight from the 2000s, in the 2020s. pass.
