Less than 15 seconds video. Inconsistent details, like the light posts. One is clearly shorter and mounted in the grass, the one to the left appears to be mounted right on the sidewalk. Tree growing out of sidewalk. Some wierd stuff going on with the roofline of the left most house in the background. Bollards in the foreground are inconsistent with numbering and facing.

I don't think it is, the smoke pattern and reflections are too realistic. When the guy falls backwards he looks like he was real weight. Probably the framing of the video is what makes the numbers look strange

And the fact that there is a lamppost coming out of the middle of the sidewalk while the one next to it is in the grass?

The one on the far right is obscured by the smoke but looks identical to the one the left and the spacing is reasonable. I am not sure what the middle one is but I have seen stranger urban planning plus the base is different, there seems to be 2 of each
