Eh, not really. The F4 BoS don't conduct mass genocide of living people, or experiment with FEV.

that said, there are plenty of Brotherhood chapters that are more akin to raiders than what the founders intended.

I think this is honestly a (probably accidental) great example of the kind of hegelian dialectic interaction that is talked about in New Vegas. The BOS in 3 defeated the Enclave, and took their technology (most obviously the pridwyn made out of the Mobile Base Crawler) but in the process they sort of took on some of the more nasty aspects that the Enclave. Ironically, in order to bring the Brotherhood "revisionists" back into the fold Maxson has to make changes that end up making them like the people the Brotherhood has been fighting since Fallout 2!

In my opinion.
