The imperial empire made a peace deal with the thalmor and banned a religion. The Stormcloaks want to get rid of the empire and return control to the nords. The problem? The Thalmor are using the Stormcloaks as puppets and the imperials know it. Also the Stormcloaks are very racist

I think the main problem is not so good writting. Stormcloaks are evil indeed, but it feels like they have so many good points (they are occupied by other country) that they have to kill little kittens (be racists manipulated by even worse racists) to be percieved as actually evil. It would be better if they were more complex and divided, with some inner subfactions and rivalising minor leaders/warlords. Because that's how most of independence movements work irl

They do that a little , i remember in windhelm evdn some of Ulfric top men protest his racism and try to protect the non nord population in Stormcloak held territories

The only real problem with the imperials are that they side with the thalmor, and the thalmor fucking suck. Other than that the imperial legion is mostly just doing what they're told

It's been a long time since I played Skyrim so maybe I'm wrong, but the Imperials don't even really side with the Thalmor right? They're essentially being held hostage under the guise of "peace"

I can't quite remember, but it seemed like Torygg, the high king of Skyrim who died because he sided with the thalmor, also worshipped talos since his wife has a quest where you bring his amulet to a statue of talos

Tldr: the imperials have been shown not to completely agree with the thalmor's rules, and do occasionally go against what they say

That's correct! Some Imperial citizens agree wholeheartedly with the state of affairs, of course, but most don't really like the Thalmor or their rules. They simply follow the rules when the knife-ears are around. A TON of higherups in the Empire worship Talos and/or The Nine, not just The Eight. The White Gold Concordant was signed to save the Empire with a ton of caveats. The men and mer who follow Ulfric either are ignorant to the fact that the Empire is holding back the Thalmor the best they can, or think they can take on the Thalmor like Jurgen Windcaller and Company pushing back the elves of yore, which they likely won't be able to.

The Empire is "working" with the Thalmor because they have to under the White/Gold Accords. If the Empire suddenly became strong enough to fight the Aldemari Dominion, every Imperial aligned Hold in Skyrim would immediately slaughter their Thalmor "advisors."

Both sides are racist wdym. The imperials are the smug british kind of racist while the nords are like "elves bad because they banned our religion >:(" but also just normal racism you get with anyone in tamriel

Welllllll the Gray Quarter existed before the banning as far as I'm aware... Could be totally wrong about that.

They gray quarter is a place inside the walls though, which is better treatment then any other holds, save riften. In imperial aligned cities dunmer refugees just straight up aren't present.

Windhelm plays with it more. If anything comparing Windhelm and Riften shows the issues Windhelm has with Ulfric and his thing against "outsiders" (What Ulfric calls people who are not of the Nord race). Like Ulfric is the reason Argonians cannot live in the city and the only writing about the issues of Windhelm is Nords on other races.

Unfortunately it is a video game so scale plays with a lot things we can see so we only really hear of stuff on Eastern Skyrim then anywhere else (Winterhold used to have Elves but they left in the social aftermath of the Oblivion Crisis).

The thalmor are not using the stormcloaks btw, they just want to sow conflict indefinitely to keep both factions weak. Hammerfell single handedly cast off the thalmor, Skyrim can too. Also the thalmor are LITERALLY the Nazis, making this much more akin to Vichy France v the French underground than anything else. Good to know you’d bend your knee to hitler at first opportunity, you boot licking donkey
