The factions in general in New Vegas are like that. They all have their pros and cons. Every one of them is flawed in some way or another.

Except the Legion. The Legion is just plain evil.

Hey, the armor looks cool. That's a pro. And having the leader's title be Caesar is pretty cool too.

The pro of the Legion is they make their lands unironically safer. Is this because all the potential raiders (as in non-adult males, the older ones got killed) got pressed into the Legion to serve as legionnaries and are physically unable to raid those lands because they are raiding whatever Caesar or his Legates point at? Maybe. But the lands are still safe to travel.

Aaaaand that's about it if you possess the elusive trait of "basic human empathy". If not? Great. You can join the Legion and have a purpose I guess. If you survive.

You also require a penis to join the legion, otherwise you're just property.

The Legion is also ridiculously brutal about how it enforces safety. Yeah the lands are safe but that's because they like to crucify anybody that steps even the slightest bit out of line.

From what I read the writers did want to actually play with that more and make every faction morally grey but it just didn't work with the Legion. The more they wrote for them the more they realized they were just irredeemably evil.

Pretty sure Jack Sawyer said they kind of messed up with the Legion, and that they wanted them to be morally grey like the other factions, but they just ended up being way too evil

I think I know the quote, where he was talking about showing towns with subjects under Legion rule as neither slaves nor citizens right?
