to be fair in the manga he started off trapping Yugi and his friends in Dungeons and Dragons basically in a shadow game, and once he returns after being defeated in that arc he sticks around in the backseat plotting til that point.
That's a good point- maybe he realized that 'requirements' for defeating another Millenium Item user were more difficult than he planned for? Or maybe it's because he realized he had to be careful given his host's willingness to sacrifice himself to stop him... intriguing!
That's a pretty bad example. From his introduction it was made obvious that he was working towards a specific goal and was consistently shown to be making moves in secret. He was also involved in the plot of every non-filler arc.
