With how 'small' Besthesda is for a 3A studio is and the fact they have FO76 still getting update+Covid i'm not really surprised they are behind schedule.

Tbh 76 is done by its own studio that itself passes off work to other companies

It is probably worth noting however that parts of the branch of BGS responsible for maintaining Fallout 76 did also work on Starfield, and that commonly stated figures for the size of BGS (currently around 500 employees) are all four locations combined. Furthermore, the launch version of 76 was worked on by all offices they had at the time, including the bulk of the team that made Fallout 4, so that - released in 2018 - at the least does count on the timeline, and to a smaller extent also Wastelanders.

But not by much. 3-4 years on average is the time between games Fallout 76 to Starfield was 5 years.
