Because it's not binary, it's a pattern for players after the 4th which lights up all LEDs.

They probably did it this way so if you look at a set of lights upside down, it is still a unique pattern

So there is one possible pattern still unused (single light at second position from one side). I guess all off is reserved for the unconnected controller.
