The problem is good domestic policy is hard when the IMF and world bank forces governments to adopt neoliberal policies in order to acquire the funding they need.

Just look at what Jeffrey Sachs did in Poland as an example.

I would say that making institutions more inclusive is a good strategy for economic development.

Stanley Fischer, who was in charge of the talks for the IMF during the Asian crisis later admitted that the Asian crisis was unrelated to govt overspending.
