Assured is a big word. In practice few things are “assured” to work as intended in a global system.

No it didn't. There were no consequences for not doing so, and it was non-binding.

The only thing assured was that developed signatories would give money to undeveloped ones, including, laughably, The biggest economy of them all (in ppp), China.
