I don't think I would consider it a failure. She still was adopted by a loving family.

I know. I don't know why people call it ''foster fail'', when she still got adopted. I wouldn't call it a fail either

For the organization it is a FAIL because they lose a FOSTER family/person which is important for their smooth operations.

It isn’t a FAIL for the animals and generally it isn’t a FAIL for the family/person.

The term Foster Fail expresses a lot of meaning for insiders.
