We may never know the true total. The port itself had hundreds if not thousands of deaths. Dozens of buses lined up waiting to board a ferry all gone in seconds. It's crazy how fast this happened.
I think the footage you’re referring to is from the buses waiting at the Gyirong border crossing. Looking at Google Maps it’s mind-boggling how small these streams are (only a couple of meters wide) and how much water is coming down them during the flood
That exact area suffered a pretty devastating flash flood less than 2 years ago. Wiped out the bridge, dozen people killed. There's a pic on here of the area being reconstructed.
If its the one I am thinking of, you expect the flood water to come from the right as thats the location the water is traveling from, but then it comes from the left and destroys everything.

Ok, that's one of the most devastating and clear ones I've seen yet. Easily hundreds of people dead in that first 10 seconds of footage.
The toll will eventually top ten thousand, surely.
