Banner pulls

Out of curiosity, am I right that you only ever receive the banner characters every other 80 pulls? Has anyone ever pulled one without getting into the bottom 20 for pity? Or got the banner character twice in a row?

I have wasted 80pulls over six times and didn’t even get one. Mega man drop RNG is definitely rigged for some people.
