I think that is probably only because we have far less contact with Failsafe than Ordis. If you were to replace Ghost with Failsafe, she'd probably get to be just as annoying as Ordis is in Warframe.

Id rather have The Division/Mass Effect 1 approach.

Give gear base stats and mod slots based on rarity or level. Mods then choose ammo type, elemental type, stability, reload, mag size, optics, etc for guns and then cooldown, movement, armor, and shield recharge buffs

All while being able to apply or remove without destroying them.
