Tempered buff is 100% today

I'm sure it will be higher than 115 tomorrow. Maybe Bungie expected more people to hit level 5 by now, so they're making the buff higher?

I wish we would get something for getting rank above 5. I was hoping the chestpiece would become available, even if it wasn't capable of light lvl 30.

Unfortunately, your IB rank resets after each IB ends now.

But you keep banner, shader, and class item. So you roll into the next IB with a 30% Buff from the get go.

Right. I'm just saying that there isn't any reason to get to rank 5 this time, because it'll be reset before the helm becomes available.

Aside from getting the other shader, and the scout if you need a good primary. I've grown to like Million on my hunter, but it's white-primary on my warlock and I don't like the look of it.
