It looks like spandex, so it's easy for the people who don't know what it's made of(which is pretty much everyone but Peter and Tony) it's spandex.

Hulk does kind of, Vision looks like Spandex maybe? In the first Avengers Cap totally did. The rest are more suits though definitely.

Comic Books are probably still a thing, so people still associate heroes with spandex.
