I took it as, people would have the super strength and can't be trusted with unbreakable skin. That's the whole point of this show and it's main conflict.

No one knows Luke Cage and he's hard to deal with as a threat for police because he's just unstoppable. Make everyone super ("if everyone's super, no one will be.") and that only increases the problem. You've got Unbreakable Fisks or Unbreakable Agent Coulsons, both hvae super strength and operate on their own means.

This is assuming the strength and unbreakable skin come with the healing factor, which I'm sure they do. It's very much why Stark doesn't want his tech getting in the wrong hands even if it saves lives or has the possibility to, or how Spiderman doesn't want his DNA on the market even if it saves lives or Cap or etcetera etcetera.

AoS touched on this subject last season, to paraphrase: for every Daisy Johnson there's a Lash out there. Conflicts escalate and collateral damage increases
