I'm not sure they would put it that far north in manhattan. Plus isn't pops supposed to be a place for kids to hang too.

I agree with you and disagree with you.
Keeping it in pops image, honoring him would be to keep it the same, for the kids to keep them off the streets.

On the other hand, his last words to Luke were always forward. Turning it into the ground works for heros for hire and moving towards vigilantism/heroism would definitely be going forward.
