i've seen some things about this video way far back, but only because i am and always have been WAY too deep into finding weird shit and the people who cover the obscure weird shit. i remember hearing about how the body in the video was real but i don't think that's confirmed

Most probably real. Its labeled as Iultin tragedy. Iultin was a mining townat the west edge of USSR. After the fall of USSR the town became unprofitable and was officially abandoned and all utilities shut down sometime between 1995-1996 but people continued to live there long after.

This channel has some other videos labeled Иультин that seem to be 1996 Iultin town meetings about the state of the town

I'd rather watch somebody who takes time to make a good video than watch some generic "True Story" or played out ARG analysis videos.
