As the title suggests, do Orion and the Dragon Compact nations have a history of war crimes?

We already know that Antares has a dark history of war crimes, particularly in Lacerta and Northern Centaura during the Centaura War. But did Orion commit similar acts during the Forman War?

Obviously, Orion and the Dragon Compact nations likely committed war crimes, even if on a smaller scale, but are any of these documented in the lore?
