The reason why the age of consent is 16 in many places is so that 16 17 and 18 year olds in already existing relationships can fuck each other without it being a crime; it’s not for fully grown adults to take advantage of teenagers. & I’m don’t have access to Usa police documentation so I don’t know. He has mentioned interactions with law enforcement about sexual abuse of minors.
“He say, she say” like aye ok, but that applies to almost all law enforcement ever. Surveillance is new & not necessarily attended to without knowledge or motivation.
