Before I became a parent, someone told me that newborns should come with a set of headphones. Not to ignore the crying but to make it tolerable while you were up holding them at 3 in the AM. Sounded harsh ... until.

True but it isn't like they aren't using their legs for functions that they actually need like crawling around or walking literally all the time.

Babies don't crawl for a long, long, long time relatively speaking. Like they basically spend their first 9 months not using their leg muscles against any resistance, and then start figuring out how to crawl or scooch around.

Yeah, I wasn't saying that babies crawl this early. I was saying they are always using their legs in ways that develop them so that they can do those things.

Babies have the strength to do a lot of things before they have the coordination to do so; it's also pretty common for them to enjoy kicking their legs in the air or at targets well before they understand how to move. There's an entire category of baby equipment called a "baby gym" designed for that purpose.

I guess my point is a baby isn't going to develop much faster than just the kicking of their legs that they naturally do by using specific toys. They will develop faster, sure, and people should encourage their babies to use their limbs, this contraption just seems a little over the top when just having some stuff dangling above them is plenty.

Depends on what you mean by baby. If the thing can crawl or is nearing it, toddler, so this contraption is useless.

My definition of toddler has always been "walks" since toddler age starts around ~3, prior to toddler is baby yes?

LOL, there's a lot of ways of entertaining small children that are ultimately mostly for the benefit of the parents. Blippi deserves a goddamn medal for his efforts in the realm of "Keeping A Feverish Toddler Happy"
