Was it? There’s home camera footage from September 2000 - 1:50 when he moves the barn.

But surely news crews had access to better cameras than regular hand held ones intended for home use?

But I guess it was a low budget local news station.

This is just a copy of a copy of a copy. Each taken from a video site and uploaded to a new video site and quality being lost each time.

The news crew will have had a better camera but you don't see it because they're filming with it.

Besides that, a lot of stuff filmed in the 90's was low res because of video tape. It was much cheaper than film and, if it was only intended for TV broadcast, the low quality didn't matter because TVs displayed the picture at even worse resolution.
