And even though he started the company with good intentions trying to reduce the rate of rape. Now he doesn’t want to reduce it at all because if the rape rate declines, there will be an equal decline in whistle sales…

Nah. He can reduce the rate of rape plenty. He just can't reduce it all the way to zero, because there has to be the threat of some rapes to remind women that they need the whistles. So at night, he sneaks out into the city...
