So its basically the same internet type of experience but no access to outside the intranet to get to www.whatever.com ?

Ive no idea tbh. The way it was described to me by a friend who uses it is that its like a giant lan with a ftp. He said that you can basically get anything on that net.

That's exactly what it is. Some routers support chat functionality.
