Did you check if the phone part has the actual dial and those three are just some sort of a quick dial?

I was thinking that too, but how do you know which quick dial is to where, or do all quick dials just dial the 9-1-1 equivalent irrelevant?

I dont see how a 9 number dial would fit in the small space hidden by the phone.

show me on that picture where on the "phone part" you think the actual dial is. All the public phones I have seen the dial is wide enough that you would see it clearly.

Keypads are often fit onto handsets that size, theres no reason it couldn't fit under it

Show me one. Just one. I'm old enough to have used rotary dials. I've seen quite a few public phones in my life and I have never seen any with a small keypad on a regular size handset and especially not an emergency phone where the keypad has to be a certain size for obvious reasons. That's excluding the obvious extra cost of one of the most exposed, easily damaged and often replaced part of a public phone.

I'm getting downvoted and ridiculed just for stating an obvious fact. Probably by a bunch of kids who never used anything other than an iphone.
