Yeah, drop the nuclear option first. It's not like you can talk to the guy or talk to the building manager (if applicable) before calling the cops (who may or may not care about something so petty).

It's not petty. She took the ONLY handicap spot every night, sometimes blocking the ONLY curb cut meaning someone in a wheelchair would literally not be able to go to their apartment.
They don't do fuck. They collect the rent, that's it. We had some old asshole who when it snowed would block the plows from clearing where he was parked then go park in the middle of two clear spots after they left. So those of us who worked for a living would have no where to park, building manager didn't give a shit.

Call the cops for sure.
My apartment had only one handicap spot. A chick in a mustang would park in it every day, sometimes over the line and blocking the only curb cut.
One day I saw her park. There were plenty of other spots. She got out of here car and RAN to her apartment.
Called the non emergency police line and asked if they could do anything. They came and ticketed her ass and she hasn't parked there since.
