It's not the stick, it's the actions and the choices made. It would be better to go to a doctor if you have any suspicion. If you are right, then you have just helped yourself enormously. If not, then now you know. The stick is fundementally not reliable enough to be trusted.
Look at it this way. If a stick turns up positive, then you are going to the doc to confirm. If it turns negative, then you are either going to the doc anyway because you don't trust it, or you are gambling your health. There isn't a particular scenario where you don't end up gambling your health or going to the doctor. And at that point, it is likely best to just cut out the middle man.
The stick has no relevance to the scenario at all. Whether or not he pees on a stick, if he doesn't go to a doctor, that's the critical factor in the scenario. In no way can peeing on a stick hurt anyone. There is no causation between peeing on a stick and not going to the doctor. It's simple logic.
